Arsenal has signed only Barcelona midfielder, Denis Suarez, in the January transfer window, although he is tied to several top-level players.
Unai Emery said earlier this month that the Gunners did not have money to spend on transfers and that they would rather look for loan signatures.
Suarez finally agreed to temporary terms on the day after signing an extension in Barcelona as insurance.
Arsenal also wanted to engage Paris Saint-Germain midfielder Christopher Nkunku on the last day of the window but failed to reach an agreement with the French giants before 11 pm.
The Gunners had planned to bring it in for the rest of the season and include an option to make the agreement permanent in the summer, as with Suarez.
However, Thomas Tuchel, the Paris Saint-Germain coach, wanted to keep the Frenchman for the rest of the campaign.
Not only that, but according to the BBC, there could be a "political motivation" behind the fact that PSG does not sell to Arsenal.
Gunners' recruiting manager Sven Mislintat was already fighting with Tuchel when they were working together in Dortmund.

The conflict was so serious that Tuchel even excluded Mislintat from the Dortmund training ground and prevented him from talking to players and coaches.
It has been suggested that the bad blood between the two sides could have hurt Arsenal 's chances of carrying out the deal.
