The Accra Region Police Commander said there was no Electoral Task Force to organize the Ayawaso West Wuogon by-election.
DCOP Adusei Sarpong told the Commission to investigate the violence that erupted in La Bawaleshie – a constituency community – that the Election Task Force is not generally set up for by-elections.
He explained that the general elections are canonical and that they are planned. The Elections Working Group is therefore established at the national, regional and district levels.
"… but the by-elections come at a time when no one is expecting," he explained, explaining why no working group had been set up for the election partial of Ayawaso West Wuogon.
He added that for the same reason, working groups are usually not set up for a by-election.
He noted, however, that a total of 749 officers, including 428 police officers and 321 immigration officers, had been deployed to provide security for the by-election.
Were the officers tactically ready to hold elections?
The President of the Electoral Commission (EC), Jean Mensa, told the Emile Short Commission that the EC had written to the police to offer their help to inform the agents on how to manage the elections.

According to his testimony, the police did not recover.

She also stated that the Electoral Commission had not informed the police of its operational plans on how the by-elections would be monitored.
"We did not receive any detailed information from them about how they would deploy …," said Jean Mensa.
She added, "They did not provide us with a list of the personnel they sent to each of the polling stations about to deploy."
