Lamela took Tottenham's second penalty in the Carabao Cup shootout, after the semi-final was 2-2 overall.
Without an outside goal rule and no extra time, the match went off without a hitch, which determined who would be heading to Wembley on February 24th.
Christian Eriksen and Willian had scored for the Spurs and Chelsea, followed by Argentina's Lamela.
And as he put the ball in place, the attacking midfielder tried to gain a few extra inches.
But referee Martin Atkinson was quick to spot it and returned the ball to the spot.
It made no difference that Lamela confidently shoots Kepa Arrizabalaga to give Tottenham the advantage in the shootout.
Eric Dier did not shoot until Lucas Moura's efforts were saved.
Chelsea will face Manchester City in Wembley at the first national final of the season.
And although the Spurs failed, former Chelsea midfielder Andy Townsend congratulated Mauricio Pochettino's team.
"It was a good night," Townsend said. "I enjoyed the game.
"Sanctions are the most spectacular and exciting way to go.
"Tottenham gave everything in the second half, but it was finally Chelsea who kept his cool.
"Pochettino had the right decision to adjust his team in the second half.
"They had no secrets about them in the last third in the first period, but that changed.
"They played very well and made it a real match.
"When it comes to punishments, you have to keep a cool head when everyone around you goes crazy and that Chelsea did it better than Tottenham in the end."
