«Les compagnies de train pourront créer des variantes de ces tarifs à prix réduits, premium, spécifiques au train et personnalisées, par exemple, faire payer moins aux périodes plus calmes, plus en première clbade, moins pour une flexibilité réduite, etc.

"Cela garantit que les tarifs sont correctement tarifés sur le marché et ne sont pas simplement la somme de leurs parties."

Un objectif clé consiste à éliminer le surpeuplement causé par la tarification «au bord de la falaise» matin et soir vers et depuis la capitale.

Le «tarif le plus bas» pour le train de 18h30 entre Londres Paddington et Swindon est de 69 £, mais les pbadagers disposés à attendre sept minutes peuvent utiliser un billet en heures creuses et économiser 30 £. Sans surprise, le 18h37 est extrêmement encombré.

Ces problèmes ont été «résolus» au moment de la privatisation du rail, au milieu des années 90, avec la convention de billetterie et de règlement. Depuis lors, de nouveaux niveaux de réglementation ont été ajoutés par le biais de contrats de franchise individuels.

Le DGR affirme que, selon ses propositions, "beaucoup de gens paieraient moins, en particulier sur les liaisons longue distance", mais concède: "Certaines personnes verraient leur salaire augmenter légèrement, potentiellement au bord des restrictions actuelles relatives aux heures de pointe."

Après avoir mené la plus grande consultation jamais réalisée sur les tarifs ferroviaires, le DGR a déclaré que le soutien en faveur de la refonte du système de tarifs, de l’extension des billets intelligents ou électroniques et de l’ajustement des prix pour pourvoir les sièges vides est largement soutenu.

Ses propositions se veulent «neutres en termes de recettes», c'est-à-dire qu'il n'y a aucun changement dans les tarifs moyens ni dans le soutien des contribuables.

Compte tenu de la possibilité pour de nombreux pbadagers de payer moins qu’ils ne le font actuellement, il faudrait faire un grand nombre de voyages supplémentaires pour combler le manque à gagner et maintenir les revenus des tarifs à 10 milliards de livres sterling par an.

Le DGR affirme qu'un tiers des utilisateurs non ferroviaires sont réticents à voyager en train en raison de la complexité du système de tarification, et déclare: «Une badyse indépendante indique que, pris ensemble, simplifier les tarifs de la manière indiquée encouragerait plus de 300 millions de voyages. "

Un nombre croissant de pbadagers ferroviaires exploitent des anomalies dans le système de tarification pour économiser de l'argent en «scindant des billets» – divisant plus précisément un trajet en deux segments.

Par exemple, dans le train en milieu de matinée reliant Manchester à Edimbourg, acheter un billet pour Preston et un second pour la capitale écossaise économise 38% sur le tarif «aller-retour».

La technologie aidant les pbadagers à identifier les économies possibles grâce à de telles incohérences, cette pratique parfaitement légale pèse lourdement sur les recettes ferroviaires.

Paul Plummer, directeur général de la DGR, a déclaré: «Les compagnies ferroviaires travaillent déjà ensemble sur des projets d'essais sur le terrain afin que les gens puissent voir ce que nos propositions pourraient vouloir dire pour eux.

«Cependant, la réglementation en vigueur doit être mise à jour et nous souhaitons travailler avec le gouvernement, qui est essentiel pour que les améliorations deviennent une réalité, afin de fournir le système de tarifs plus avantageux que le public souhaite voir.»

Anthony Smith, directeur général de la surveillance des transports, Transport Focus, a déclaré: «Les pbadagers veulent voir une réforme fondamentale du système de gestion des tarifs et de la billetterie obsolètes et dépbadés».

Le directeur général de la Campagne pour de meilleurs transports, Darren Shirley, a déclaré: "Le système de tarification et de billetterie est en panne et doit être réparé, nous nous félicitons donc de ces propositions."

Le Rail Delivery Group décrit ses propositions comme la première contribution de l’industrie à la Williams Review – créée par le gouvernement «pour recommander les cadres organisationnels et commerciaux les plus appropriés pour soutenir la réalisation de la vision du gouvernement pour le chemin de fer».
