Manchester City would be banned by FIFA from signing in the next two ticket windows for violating the rules regarding the protection of young players and the property of third parties.
The football federation and the Premier League are already investigating allegations relating to youth transfers and the rules of financial fair play, the latter also of interest to UEFA, the European governing body.
This investigation could lead to a ban on the part of City for the Champions League.
A ban on the transfer of Premier League champions would come less than a month after Chelsea received the same penalty for 29 FIFA rule violations relating to the transfer and status of players.
The London club has already lodged an appeal against this sentence.
FIFA has been investigating international transfers from City for several years. However, according to The Sun, FIFA believes that City has exceeded its criteria regarding its relations with FC Nordsjaelland and the Right To Dream Academy in Ghana, owned by Danish party president Tom Vernon.
Last year, two academy players, George Davies, of Sierra Leone, and Ghanaian, Dominic Oduro, told the Danish media that they had signed for City and played in matches for youth before their 18th birthday.
Since then, they have both left City. Davies now plays in Latvia and Oduro in the United States. FIFA has been investigating the English club for a while.
This investigation was expanded later in 2018 when new Danish reports claimed that City had reached a secret deal with Vernon, anticipating the first refusal of the best prospects offered by Right to Dream.
If this is true, this would constitute a violation of the rules preventing third party ownership, to the extent that one could argue that City would unduly influence the players of another club.
Neither Manchester City nor FIFA were available to comment.
