The boss of Chelsea, Maurizio Sarri, acknowledged that he was "waiting" for the signing of the contract for the second month of January after the arrival of Gonzalo Higuain.
Argentine striker Higuain, who arrived on loan from Juventus last week, was the club's top priority for this window, but his Italian coach had hoped to bring in two players before the transfer deadline on Thursday.
Sarri wants to add a central midfielder to his team and help ease the pressure on Jorginho, after Cesc Fabregas was allowed to join Monaco earlier this month.

Tottenham and Leicester both travel to the Monaco club Yuri Tielemans.
The Belgian international is wanted by the Foxes for a loan swap deal with Adrien Silva.
Both clubs are eager to reach an agreement – although Tielemans is a regular in Monaco this season – but little progress has been made so far.
