Viewpoint: From Ethiopia’s Tigray region to Yemen, the dilemma of declaring famine

In 2001 Ethiopia, then ruled by the TPLF, challenged the existence of famine conditions in the southeast of the country, where it was fighting an insurgency. An estimated 20,000 to 25,000 died in what has been officially described as a “humanitarian emergency”.
