Wayne Rooney believes that Manchester United needs to recruit a group of hungry players with potential and withstand significant expenses when signing marquee checks.
United's manager, Ole Gunnar Solskjaer, has an important reconstruction job at Old Trafford following a dismal campaign in 2018/19.
The 13 Premier League champions, who recruited Solskjaer after firing Jose Mourinho in December, finished sixth and failed to qualify for the Champions League.
"For Ole, I think the first thing he has to do is try to strengthen his team," Rooney told BBC Radio Five Live's Sportsweek.
"I do not think bringing in one or two players for more than 100 million pounds will really help the group and the players who are there.
"I think he should try to look at maybe five or six players who have the potential to be high-level players, but you do not spend 120, 130 million pounds for these players.
"I think you're spending £ 30 million, £ 40 million, and then trying to improve it, which will also give you the longevity of the players and allow you to build a team around the five or six new incoming players plus some Some of the players who are still there.
"You can bring (Cristiano) Ronaldo, Sergio Ramos and (Lionel) Messi, or Gareth Bale, for example, and it will cost you £ 300.350 million, what will you get for, maybe two years on Ronaldo, two or three years on Ramos and then you will have lost that money. "
United has not won the title since the last season of Sir Alex Ferguson's reign in 2013.
Rooney, who scored a 253-goal record for United and now plays for MLS for DC United, said the club's fans will remain patient during a transition phase under Solskjaer.
"I just think the club needs to rebuild with younger players. But they must be good enough and allow the manager to improve them, "he said.
"And I think Man United fans will understand that they will probably not be in the Premier League next year.
"So let them have this time, let Ole have the time to form a team for the next two or three years that will face, not only at the level of the Premier League, but at the level of the Champions League . "
