We are still working on the operationalization of the Office of the Special Prosecutor – Kissi Agyebeng

Special prosecutor Kissi Agyebeng says he has yet to resolve what he described as the challenges of starting his office.

Speaking on Starr Chat on Star FM, Mr Agyebeng said he is still working to get the office operational, which has been in existence since 2017.

“What we’re doing now is we’re actually building the ship while we’re sailing… it was established but had not been put in place and had not been operationalized.”

Mr. Agyebeng said “not a single division” was in place when he took over.

The Special Prosecutor Act provides for a finance and administration division, a recovery and asset management division, an investigation division and a prosecution division.

But in response to those challenges, he said dwelling on complaints would have been counterproductive.

“If I were to understand why we don’t have HR or why we don’t have this division or why we don’t have this division, I don’t think it would have been helpful.”

He said one of the first steps in operationalizing the office was to move to a new spacious location.

Mr. Agyebeng noted that the absence of a larger office would have prevented him from increasing its staff by nine people.

“The main problem was space. There was no space [at the old office], so even if we were to recruit today, the new staff would have nowhere to sit.

“I don’t have a board of directors now, so for a lot of things I need the board’s approval, for example, when you talk about recruiting and all that. ”

“So the things that I can do at my level without consulting input, I do them [them],” he said.
