The FIFA Disciplinary Committee sanctioned the English club Chelsea FC and the Football Association for violating the international transfer and registration of players under 18 years of age.
It was found that Chelsea had violated the art. 19 of the Rules in the case of twenty-nine (29) minor players and to have committed several other infractions relating to the conditions of registration of the players. The club has also violated the art. 18bis of the Regulations relating to the two agreements which he concluded concerning minors and which allowed him to influence other clubs on issues related to transfers.
The Discipline Committee has sanctioned Chelsea by banning the registration of new players nationally and internationally for the next two (2) complete and consecutive registration periods. This prohibition applies to the entire club – with the exception of the women's and futsal teams – and does not preclude the release of the players.
In addition, the club was sentenced to a fine of 600,000 Swiss francs and a period of 90 days to regularize the situation of the minor players concerned.
It was also found that the Football Federation had violated the rules relating to minors. He was sentenced to a fine of 510,000 Swiss francs and a six-month period to settle the problem of international transfers and the first registration of minors in football.
The protection of minors is a key element of FIFA's overall regulatory framework for the transfer of players. It is essential to enforce these rules, as has also been confirmed on various occasions by the Court of Arbitration for Sport.
The decisions of the Disciplinary Committee have been notified today and may be challenged before the FIFA Appeals Committee.
