Before the 69th FIFA Congress and the opening of the FIFA Women's World Cup France 2019 ™, the members of the FIFA Council met in Paris today for the meeting no. 10 of the decision-making body.
Following the approval of a new FIFA Club World Cup with 24 teams, of which the pilot edition will be played out in 2021, the FIFA Council has decided to grant the Qatar the right to host the next two editions of the tournament in its existing format in 2019 and 2020.

The main decisions taken by the FIFA Council at the meeting no. 10 included:
Decision to lift the suspension of the Sierra Leone Football Association (SLFA) with immediate effect, after the High Court of Sierra Leone acquitted SLFA President and Secretary General of SLFA of all charges on May 27, which allowed the recognized management to have full control of the member badociation again.
Following a proposal by Vice President Shaikh Salman bin Ebrahim Al-Khalifa, the FIFA Council unanimously decided to submit to Congress a proposal to amend the FIFA Statutes. Amendments to the regulations
The members of the FIFA Council have approved a series of amendments to three sets of FIFA regulations, namely:
FIFA Code of Ethics
- Amendment of some parts of the text, including the reinstatement of the word "corruption", even though corruption was already covered by Article 27 on bribery
- Inclusion of badual exploitation and abuse in serious offenses
- The changes will come into effect on August 1, 2019
FIFA Disciplinary Code
- Inclusion of the zero tolerance of racism, the matches to be declared automatically lost as a result of the application of the "three-step procedure"
- Disciplinary Committee acting as the exclusive judicial body responsible for match handling activities
- Transparency: FIFA will guarantee public hearings in case of doping and match manipulation and publish all decisions.
- The amended FIFA Disciplinary Code enters into force on July 15, 2019
FIFA Regulations on the Status and Transfer of Players
- Approval of the amendments following the principles agreed by the Stakeholders' Committee, which were in turn approved by the FIFA Council in the framework of the "First Reform Package"
- Implementing these changes will create the necessary framework for the technology behind a complete electronic database covering a player's career history.
- Increased litigation value of cases submitted to the Dispute Resolution Chamber (DRC) to allow more cases to be judged by the DRC Judge
- The revised provisions come into effect on October 1, 2019 and are to apply from July 1, 2020.
