In short, apps with the new permission will be able to freely send messages to your contacts via SMS, MMS and RCS. This is useful because Google Messages can send RCS messages from almost any Android phone in the world without the need for direct RCS support from a mobile operator.

Digging deeper into the Google Messages outcalling permission code, we see that it currently uses an allow list system, which means it is not intended for use by just any app. who asks for permission.
