The transition from summer to winter this year is a source of great confusion, mainly because of the Commission 's proposal to permanently suspend the transition between summer and winter.
In all cases, it does not appear that the measure is mandatory, nor is there a decision for a single winter or summer choice.

It should be noted however that by the end of April 2019, EU Member States will have to decide whether to maintain the summer or winter time.

Commission President Jean-Claude Juncker presented to MPs his proposal to end the requirement to move the clocks an hour in March, and then return for an hour in October. This proposal must now be adopted by the European Parliament and the Council of the European Union for implementation.

It is then up to the Member States to decide what time they want to keep: summer time or winter time.

According to the Athens Press Agency, the European Commission is asking the EU countries to submit their selection by the end of April 2019. If the timetable proposed by Brussels is respected, the change of time as of March 31, 2019 will be the last mandatory pbad in the summer time.

Countries wishing to return permanently in winter will be able to modify it one last time on October 27, 2019, seasonal changes being no longer possible.

The Commission is mainly based on the result of a consultation this summer on the Internet, to which 4.6 million people responded, of which 84% were in favor of the abolition of the change of time.

This was mainly due to energy savings, but the savings are low, according to the Commission, while changes over time are increasingly criticized for their negative effects on health.
