On September 15th, the Second Circle of Home Savings II program, which subsidizes up to 70% of household spending to improve their housing, is open.

In addition, the selected individuals may combine the use of equity or interest-free bank loans.

The funded interventions are four:

1. Replacement of frames.

2. Installation or upgrade of thermal insulation.

3. Upgrade the heating or cooling system.

4. Hot water system using renewable energy sources.

The categories of households eligible to participate in the total budget program of 275 million euros are divided into seven. Depending on the number of members of each family and income, the subsidy rate is also scaled . In the seventh category, there is no income ceiling, and households with individual incomes of more than 35,000 or a family of more than 45,000 are eligible for bank financing with an interest-free loan.

The maximum eligible budget is EUR 250 per square meter and can reach EUR 25 000.

A prerequisite is the use of an energy inspector – the choice is made from a register to be created – which will determine the required construction work. Before submitting the application, the inspector must register it by issuing the first energy performance certificate (AE). Following the implementation of the interventions, the beneficiaries are again directed to an energy inspector to conduct a second energy audit of their property and issue a new PEO (BIP). On this basis and after the achievement of the energy goal, the incentives of the program are paid to the beneficiaries. Expenditure on the costs of the two energy inspections, the project consultant and any study costs are covered by the program, subject to the submission of the application and the achievement of the minimum energy objective of the program.

Eligible residences are the detached house, the building and the individual apartment. Please note that the properties of the building are in no way used for residential purposes (for example, a store on the ground floor of the building). It should also be used as a principal residence, legally owned, clbadified in the Energy Efficiency Certificate in a category equal to or less than "D" and not considered demolished.

Only natural persons who have the right to be owners (in full or in duplicate) or usufruct in eligible housing and who meet the income criteria have the right to participate in the program.

Basic steps

Those wishing to submit applications from 15 September (the breakdowns by region are not finalized), during the second cycle "home savings", must follow the following steps:

1. The applicant submits his application electronically to the online platform https://exoikonomisi.ypen.gr.

2. The data is crossed by taxiisnet and the application can be advanced only at the next step. The final submission of the application must be made by the person concerned.

3. The data subject then enters into the information system the AIP data, the selected interventions and their respective costs, as well as the energy objective to be achieved after the implementation of the interventions. The required supporting documents are also attached.

4. The computer system checks the submitted data. If the application is complete, the interested party can send it with a unique full six-digit protocol number (final submission stage). The data subject is informed of the eligible budget, the percentage and amount of the grant, the maximum eligible costs of the interventions, the project consultant, the studies and the two energy inspections.

The amount of the grant is allocated to the submission of the application for a period of 130 days from the start date of the selection phase of the funding mechanism, in which the loan approval procedure must be completed or the Applicant must decide "request in a condition" conditional "without a loan.

5. If the client wishes to receive a loan, he chooses the bank to which he wishes to carry out his credit examination. The test should be completed within 30 days.

6. Decisions on the submission or rejection of applications are published at regular intervals, etc.

7. The beneficiary shall submit to the information system, by electronic means, a declaration of acceptance of his participation in the program (as well as its terms) within two months of the adoption of the decision of the entry. If a loan is selected, the beneficiary signs the loan agreement within the aforementioned period.

8. The participating suppliers enter their information into the system to activate their VAT credentials. With the signing of the loan agreement, it is possible to disburse 70% of the loan, which constitutes a down payment for the implementation of the project. In the absence of selected loan, an advance can be paid in the form of a deposit of own funds, but only through the banking system, to the supplier and for an amount not exceeding the total amount own funds.

11. When publishing the BIP, the beneficiary or the project consultant must enter the BIP data and the details of the intervention support costs in the system.

12. The beneficiary registers the certification statement for the completion of the project and provides program incentives to the information system enclosing the cost statements and other supporting documents. The information system informs the beneficiary of the total eligible final budget and the amount of the own funds to be paid to the suppliers when the sum of the costs submitted exceeds the total final eligible budget or the expenditure limits of the program. .

13. When the own funds are repaid, the bank is informed of the payment of the grant and the disbursement of the entire loan, as the case may be, for the payment of the documentary costs (contractors / suppliers, etc.) and the payment to the beneficiary the amount corresponding to it for the documents of expenditure paid.
