The Land Debate will be completed by the end of September and the Coase Property Research Center of the University of Hong Kong will submit a land consolidation project to the Land Supply Task Force to expedite the release of private land in new territories.

Land readjustment is a land exchange system: the landlord may voluntarily surrender a certain percentage of the "developer's responsibility" to the government.
