Police will launch a six-month pilot program in Hong Kong starting tomorrow (Aug. 1) to combat congestion caused by obstruction, including setting up video cameras in various black spots in the circulation. Six traffic violations were committed for prosecution.

Li Wenjie, Chief Inspector of Police Headquarters, said the measures covered six types of violations: loading and unloading pbadengers and goods in the restricted area, minibuses and taxis for longer than expected, illegal entry Unauthorized parking on buses, minibuses, taxi stands, etc.

Police conducted a two-month pilot project in East Kowloon and New Territories North last December and January 2013. A mobile video team was deployed to record traffic violations that caused obstructions. 540 fixed penalty tickets.

After reviewing the pilot project, the police decided to extend the pilot project to all of Hong Kong for trial starting Aug. 1. The plan will be conducted in public places by uniformed police officers who will use video cameras to badist in the recording of incidents of obstruction. All video clips will be stored and processed securely in accordance with the Ordinance on Personal Data (Confidentiality).

Police said it would continue to strictly enforce the law to combat illegal acts that cause serious obstruction and endanger road safety.
