Hong Kong, Guangdong, and Macau have always had a relationship between the economy, society, and culture. With the return of Hong Kong to the homeland and the strong support of national policies, the cooperation mechanism between Guangdong, Hong Kong and Macao has significantly strengthened in recent years, and exchanges between the three places have become more common.

The concept of "Guangdong District, Hong Kong, Macau and Dawan" was published in the "Government Work Report" in 2017. Secretary General Xi Jinping emphasized in the report of the 19th National Congress that "support Hong Kong and Macao in the overall development of the country Hong Kong and Macau Dawan Construction, Guangdong-Hong Kong-Macao Cooperation, Pan-Pearl River Delta Regional Cooperation, etc., aim to promote mutually beneficial cooperation between mainland China and China. Hong Kong and Macao Bay Development Plan ". It can be seen that cooperation between Guangdong, Hong Kong and Macao has been improved from regional to national development strategy.

The Dawan District comprises "two districts and nine cities" with a total area of ​​about 56,500 square kilometers and a population of over 68 million inhabitants, whose total GDP exceeds the 10 trillion yuan. If they develop in a dislocation and complement each other, the extent of development will surely exceed the three famous Bay Area of ​​the world, namely Tokyo Bay, New York Bay and San Francisco Bay.

As an international financial center, Hong Kong has a strong rule of law system and a prominent business environment, as well as talented people of all the horizons. I believe that Hong Kong can expand our business, finance and professional services experience throughout the Greater Bay area, and even shine in areas along the "Belt and Road" to meet the needs of the country.

In April of this year, 32 members of the four committees of the Legislative Council traveled to Dawan District for a three-day inspection. The delegation visited five cities (including Shenzhen, Dongguan, Zhongshan, Foshan and Guangzhou), visited more than a dozen tours and conducted in-depth discussions with local authorities to obtain the fastest information. and the most up to date. As head of the delegation, I am pleased to note that there are no political groups and no sincere exchanges. I believe that through this visit, members will be able to learn more about the development of the Greater Bay Area and hope that there will be more opportunities to visit Dawan District in the future.

Integration of Regional Cooperation

Of course, there are differences in the various systems, regulations and administrative governance in the three places. To integrate regional cooperation, we must first open up the flow of people, logistics, capital flows and information flow in all three places, and streamline taxation, the legal system and policies. from various places. This requires a high level of central coordination and requires close cooperation between the governments of Hong Kong SAR and Macao and the relevant departments of the continent.

Tax concessions are an important cornerstone for the successful development of Greater Bay. At present, Hong Kongers are required to pay continental taxes if they work continuously or accumulate more than 183 days on the continent in one year 's time. I suggest that the two governments consult each other to issue special working visas to Hong Kong residents working in Tai Wan District to benefit from preferential tax rates.

It is worth mentioning Qianhai's efforts to encourage foreign professionals to work in the region. Foreign investment can receive the amortization allowance of Hong Kong.

On the other hand, to promote the development of various industries, we must first provide sufficient concessions to attract Hong Kong professionals to work in the Greater Bay Area, including the promotion of mutual recognition of professional qualifications. I understand the differences between the two places and the system, so we must strive to open the continental professional qualification exams to Hong Kong residents in a simple, easy to follow and simplify procedures, we can even allow Hong Kong professionals. Qualification In the long term, it is necessary to promote the mutual recognition of professional qualifications in various industries in the three locations and to carry out talent exchanges. In terms of innovation and technological development, the state has strongly supported the development of innovation and technology in recent years: the report of the 19th National Congress clearly proposes to accelerate the construction of an innovative country and hopes to enter the innovative countries by 2020. By 2035, it will be among the first of an innovative country, and by the end of the 100th year of the founding of New China, it will become a global scientific and technological power. The government should provide financial support to the creative industries and related businesses to attract the best companies, research and development institutions and higher education institutions at home and abroad. Concessions or allowances, attract professionals, form an interactive network of businesses, institutions and talent, and improve the overall innovation and research capabilities of the park.

Regarding transport infrastructure, trade between Shenzhen and Hong Kong will become more frequent as public demands for customs clearance become higher, the governments of Shenzhen and Hong Kong should consider 39, increase the number of ports cleared. In summary, in the face of competition between regions, Hong Kong can not really fight alone, and it is even more difficult to rely on "food". We must seize development opportunities in the Greater Bay area and catch up with the rapid development of express trains in the country.
