Chennai: Nearly a fortnight after a lawsuit was filed by an animal rights advocate in this regard, Chennai police arrested a man of 30 years accused of badually badaulting puppies. Identified as the resident of Madhavaram, Bhaskar, the accused was seen badually badaulting four puppies in an empty lot in Marthur, near Madhavaram, on March 14, following which a lawsuit was filed against him at Madhavaram Milk Colony Police.
According to a complaint filed by Human Rights activist Sai Vignesh, the municipal police arrested Bhaskar on Wednesday and sentenced him under article 294 of the Indian Penal Code (IPC), which corresponds to accusations of obscene acts in public. According to the latest reports, Bhaskar has been remanded in custody pending further investigation of the charges against him. The investigators indicated that a first information report (FIR) in this regard had been submitted after consulting legal experts.
Sai Vignesh, the activist who filed the lawsuit to the police, told Deccan Chronicle that Bhaskar was a repeat offender. He was seen badually abusing puppies at the second street crossing in the MMDA colony last month, said Vignesh, adding that the pbaderby had witnessed the act and had terrorized Bhaskar. However, less than a month later, locals badually badaulted him on empty ground near Madhavaram, who allegedly lashed him for being infiltrated into the critter.
The accused absconded but no action was taken against him until Vignesh decided to file a formal complaint against the police in this regard. CCTV images from the region are being examined to gather evidence to be used against Bhaskar in court. At the time of the initial complaint, a senior police inspector from Chennai had told the New Indian Express that the nature of the crime was unclear even after watching a video of the heinous act.
A very similar incident surfaced in Mumbai. In November of last year, a stray dog died after being badually badaulted by four men who, according to eyewitnesses, were under the influence of alcohol. The crime had occurred near Malvani Church, in the Malad region of Mumbai. Four witnesses had tied up the dog's limbs and forced themselves, said the witness to the media at the time.
