On May 2, a bus carrying students was attacked by stone throwers in the village of Zawoora. Seven tourists were injured when rock throwers targeted vehicles in the Anantnag district of southern Kashmir on 30 April.

4,799 stone-throwing incidents were reported in Jammu and Kashmir. The central government formed a committee of experts on July 26, 2016 to study possible alternatives to pellet weapons as non-lethal weapons.

The recommendations of the committee were considered by the government for proper implementation and various measures such as using PAVA-Chilli (shells and grenades), STUN-LAC (shells and grenades) and smoke shells were used to disperse violent protesters before the use of pellet guns, said state minister Hansraj Ahir to Rajya Sabha earlier in February.
