Bourke Street was closed by Vic Roads for an indefinite period.
There is no access to Bourke Street from Swanston Street or Exhibition St. Street. Russell Street remains open to traffic. Bourke Street will be reopened when police investigations are completed.
People were told to avoid taking part in the CBD tonight if they could.

Clayton also explained in more detail how the attack had been controlled.
"Police nearby responded quickly to the incident [of a car on fire in Bourke Street]," he said.
"As he was getting out of the car, a man waving a knife with a knife was threatening them. At the same time, pbaders-by were shouting that members of the public had been stabbed.
"Police shot the man in the chest and he is now in critical condition under surveillance at the hospital."

No terrorism link at this point
Police stated that there was no known link with terrorism for the moment.
"The investigation is underway and we keep an open mind, said Superintendent David Clayton.
" There is no known connection to terrorism at this stage . We keep an open mind.
He added that the police were not looking for other offenders at this stage.
The anti-bomb intervention unit cordoned off the area around the mall and 'now secures the stage'.
He stated that all witnesses or those with information should go to the West Melbourne police station to make a statement.
He did not answer any questions because it was "at the very beginning of the investigation".
A confirmed death

Two others are currently in the hospital, said Supt. David Clayton at a press conference.
Police confirmed that they fired at the alleged abuser. He is in critical condition under surveillance at the hospital.
