North Korea on Monday criticized US National Security Advisor John Bolton, calling him a "war maniac" who should be banned, as President Donald Trump offered a positive view of relations with Pyongyang.
The talks between Washington and Pyongyang have taken place since the collapse of a summit between North Korean President Kim Jong Un and North Korean President Kim Jong Un in Hanoi last February.
The North has since sought to increase pressure and conducted two short-range missile tests earlier this month.
Bolton said Saturday that there was "no doubt" that they had violated UN Security Council resolutions against ballistic missile launches, but have insisted that Washington was always ready to resume discussions.
A spokesman for the Northern Foreign Ministry rejected Bolton's remarks, saying that Pyongyang had never accepted the UN ban on ballistic technologies, which deny its "rights in as a sovereign nation ".
"Bolton stated that our regular military exercises violated UNSC resolutions, which is far more stupid," he said in a statement issued by the Korean Central News Agency (KCNA) .
Not to mention missile-like weapons, the statement said the launches do not target or threaten any neighboring country.
"Prohibiting launches with the help of a ballistic technology is tantamount to asking us to abandon our right to self-defense," he added.
The spokesman then denounced Bolton, calling him a "maniac of war" who developed various "provocative policies" against the North after designating him as part of the Axis evil, as well as Iran and Iraq in 2002.
He accused the hawk leader sparked the war in Iraq and led the efforts to abandon the treaty on the forces intermediate nuclear weapons between the United States and Russia, "which has served to guarantee peace in Europe for several decades".
"He has recently lived up to his reputation as a warrior by dealing with his efforts to unleash a new war in the Middle East and South America," the spokesman said. .

Calling Bolton "structurally flawed", he added that the US official was working to "destroy peace and security".
"Such a human flaw must disappear as soon as possible," said the spokesman.
This statement comes a few minutes after Trump – during a visit to Japan – stated that there was "great respect" between the United States and North Korea and predicted "a lot of good things".
Trump expressed confidence in his relationship with Kim this weekend and downplayed recent Pyongyang missile launches, calling them "small arms" that "bothered some of my men and others, but not me".
Last week, KCNA launched a rant against former US Democratic Vice President Joe Biden, calling him a "fool" and a "fool of low IQ", pushing the White House spokeswoman to give Sarah Sanders her word in agreement with the badessment.
