He will always be on the ice in 2012, always going through everything he goes through, then back in time and will be with Peggy. They leave the door open for him to travel in the future if he needs it after the events in Endgame.

Final Conclusions
That said, I am more and more convinced that sending Steve back to the past for him to dance and marry Peggy is the perfectly controversial conclusion of Captain America. It's the happiest end Steve can have, knowing that he had to face Tony's loss, he had to give up Bucky and the remaining Avengers, and he has to accept the fact that he can not interfere with the past so that the future, as he knew it, can unfold.
