The Supreme Court had previously ordered the BCCI and its state affiliates to submit their suggestions on the draft constitution prepared by the Committee of Administrators (CoA). the management of cricket business in the country – incorporating organizational reforms as directed by the higher court.
The court said that after considering the suggestions of the BCCI and its affiliated state badociations, the CoA would submit the final draft constitution of the cricket corps for its (higher court) consideration. He asked the Court of Auditors to prepare a draft new constitution on the basis of his guidelines based on the recommendations of the Lodha Committee that he approved.
The Supreme Court stated that the draft constitution would be based on its July directives. On 18 July 2016 and its Order of 24 July 2017, in which it agreed to reconsider the principle of single-vote voting, the strength and composition of the Selection Committee and the status of Associate Members, including the railways, three services and the Association of Universities of India
The Lodha working group was formed in January 2015 following the report of the Justice Committee Mukul Mudgal that called for reforms in the BCCI. The Mudgal panel had entered the BCCI situation following the controversy over IPL bets and spot correction of 2013.
