The construction of the Solo-Ngawi toll road is being carried out with the help of the program of cooperation between commercial entities and governments (PPP). The government, through the Ministry of PUPR, is financing a budget of 2.57 billion rupees from the state budget to finance part of the 21.08 km of construction works from Kartasura to Karanganyar in order to increase the feasibility of investments in toll roads.

The construction of the Solo-Ngawi toll road is being carried out by the Toll Road Business Unit (BUJT), PT Jasamarga Solo-Ngawi. This period of toll road concession dates back 40 years since the signing of the toll road concession agreement (PPJT) in 2011.

After its inauguration, Segagen-Ngawi was accessible to the community and was not subject to tariffs as part of socialization to the public. Toll rates will be applied from 6 December 2018 to 00.00 WIB and will amount to 1000 rupees / km, which will simplify the vehicle category from 5 to 3 groups, namely groups 1, 2 and 3.

Currently, the Ministry of Public Works and Public Housing (PUPR) is continuing the completion of the Pemalang-Batang (33 km), Batang-Semarang (75 km), Salatiga-Solo (33 km) and Wilangan-Kertosono ( 39 km), all targeted. completed end of December 2018.
