Apple released a second public beta for iOS, shortly after the third beta developer, because the public beta is only the latest beta version of the developer, as reported by GSM Arena Friday (6 /7).
So, Public Beta 2 is only a beta 3 developer because Public Beta 1 is a beta 2 developer. That means you can hope to see the same changes if you are in a public beta channel.
