BWF imposes in each championship 80 to 20 rules of commercial division. With this rule, 80% of referrals are controlled by BWF. The host country is only allocated a quota of 20%.

According to Bambang Roedyanto, head of the international relations division at PBSI, the 2015 World Championship was proof that the rules of the BWF were unfair and even harmful to the host country.
