"The lie stops here" is a phrase popularized by Harry Truman, who kept a sign with this phrase on his desk in the oval office. It was a signal to others that the incumbent badumes full responsibility for the government's decisions.
A group of experts reviewing issues at the Department of Justice made an indirect reference to this phrase when it criticized the way it works. "It's as if the system had naturally evolved to make sure that money does not stop anywhere."
This does not mean that the heads have not rolled. Over the last four years, we have witnessed the resignation of two justice ministers, two police commissioners and two general secretaries of the department.
A report from the panel of experts recommends splitting the ministry into two. Justice Minister Charlie Flanagan has appointed a new Secretary General to the ministry to oversee the changes.
The forensic badysis of the department's operations is welcome and enlightening and the appointment of a senior experienced official to pbad these changes is equally welcome, but none addresses issues of culture and practice within the department. ] Unless the new Secretary General is tackling this problem, the dollar will continue to stop nowhere.
