In an interview with IGN at E3 2019, Aya Kyogoku and Hisashi Nogami of the Animal Crossing Development Team: New Horizons confirmed that Isabelle would participate in the next match and that her appearance depends on your progression.

In Animal Crossing: New Horizons, players begin their adventure on a desert island with a tent and only two other animals rather than an established city. To progress, players must strive to improve the island.

The appearance of Isabelle "may" also depend on the amount of debt that the players have repaid, said Nogami. Kyogoku said Tom Nook might not consider some facilities as a necessary upgrade.
