After being attacked by Baron Corbin, Drew McIntyre and Bobby Lashley, Braun Strowman was removed from the Raw channel after the Survivor series. He needed an operation to get rid of his elbow bones. Although he is already starting to rehabilitate himself and that he is very focused, his participation in TLC is questionable.
The Wrestling Observer Newsletter noted that the TLC games were the worst games for the elbows anyway. After all, you have to constantly grab ladders, chairs and everything else with your arms, otherwise you'll catch the object in the face. As a result, many Superstars participate in TLC games with their elbows tight and come out with injuries.
It was also noted that the idea was that even if Strowman could not come back and play a full match at the TLC, he would at least be able to come up against a powerful penalty running against Baron Corbin so to make sure the Lone Wolf does not become a full-time General Manager, which is Corbin's intention.
Since Baron continues to boast about the fact that the match is still topical and that he wins by default the title of authority, he must be able to ruin his plans.
Only time will tell how the WWE frees itself from another difficult situation with regard to injuries on the main list. But they need to quickly put something online, hopefully, they'll have a much better idea of what's going on since Braun Strowman's operation.
