An employee of an international monitoring group in Hebron was filmed puncturing the tires of a vehicle belonging to a settler living in the city, according to a police report. The incident, which occurred last year, was filmed by a nearby security camera and the district police are in possession of the video. According to the police, an activist of the TIPH (Temporary International Presence in Hebron) came out of a car wearing the organization's logo and wore the uniform TIPH, and punched one of the tires.
TIPH, whose members are European citizens, was created by Israel and the Palestinian Authority as a result of the Wye Plantation Accords, signed in 1998.

Lawyer Itamar Ben-Dvir, representing Pas, asked the police film to file an action for damages against TIPH.
