Kazakhstan and Wales will both start at JESC. France returns to competition for the first time since 2004.

Belarus is one of the few countries to have won more than once the Eurovision Junior Song Contest, with Russia and Malta having won twice, and Georgia having won a record. thrice.

The young candidates will attempt to compete with the successes of the Eurovision Junior candidates, including Ieva Zasimauskaitė who played for Lithuania in 2007 and then represented her country at the Eurovision Song Contest 2018 in Lisbon. As in previous years, the winner of this year's Eurovision Junior Song Contest will be invited to the Eurovision Song Contest 2019 in Israel.
