Kelly served as Trump's chief of staff until late last year, a tumultuous term that ended when Kelly left office without being in agreement with the president. The former general was seen as a largely stabilizing force within the administration, but he managed to stir up controversy by insulting Florida Democrat Frederica Wilson and some of the recipients of the Deferred Action Program for Child Arrivals.
Kelly's ties to family separations date back to when he was Secretary of Homeland Security under Trump. He confirmed in 2017 that the ministry was planning to separate children from their parents at the border.
"Yes, I'm thinking about that, to deter more people from getting around this terribly dangerous network," he told CNN's Wolf Blitzer at the time. "I'm considering exactly that – they will be well taken care of when we deal with their parents."
Kelly's successor as secretary, Kirstjen Nielsen, then faced a brutal reaction when the zero tolerance policy of the administration resulted in children being held in detention centers without their parents. While a judge suspended the program and ordered the reunification of all families, it is possible that some children will never be reunited with their parents.
Kelly also commended HHS for its "very, very good job" of placing migrant children "in foster care or putting them in touch with relatives or family members in the United States" when the interview of 2017.
Several shelters contracted by the government for migrant children have been the subject of allegations of abuse committed since and at the time of Kelly's remarks, including shelter employees in the United States. The Democratic presidential candidate, Senator Elizabeth Warren, on Friday described Kelly's career change as "corruption at worst".
