Judge interrupts plans to build parts of border wall

A California federal judge has prevented President Donald Trump from building sections of his much-sought-after border wall with money obtained under his national emergency declaration.

US District Judge Haywood Gilliam Jr. immediately ended Friday the administration's efforts to reorient army-designated funds for the construction of wall sections on the Mexican border.

His order applies to two projects planned to add 51 km of fence in two areas.

Gilliam made her decision after hearing arguments last week in two cases. California and 19 other states have filed lawsuits; the Sierra Club and a coalition of communities along the border brought the other.

Billions of dollars are at stake, which would allow Trump to advance as part of a signing campaign promise before his second term.
