Most of the memos have been made public, but some parts remain redacted. The Department of Justice has previously confirmed that all of Comey's notes regarding conversations with Trump were part of the investigation of special advocate Robert Mueller.
Friday's decision authorizes the publication of the names of the countries and world leaders referenced in a conversation between the President and Comey, as described in the memo of Comey. During the conversation, the President explains to Comey why he is worried about his National Security Advisor, Michael Flynn, and explains his dismay at the way Flynn handled call planning for world leaders.
The judge ruled that the FBI had not sufficiently argued why disclosure of these details would be detrimental to national security. But he maintained a writing in which the president spoke disparagingly of a country.
"Given the statement and the context, the Court has no difficulty following the link offered by the FBI between disclosure and breach of national security," Judge James Boasberg wrote.
The judge also allowed two expurgations concerning the names of world leaders to be revealed, although he claimed that other expurgates continued to reflect Trump's impressions of certain leaders.
The Ministry of Justice said the deletions obscured information on the collection of foreign relations intelligence – and some parties could reveal whether foreign surveillance had been used to gather information about Flynn. Last March, the department argued that the disclosure of other information in the memos of Comey could be detrimental to the ongoing investigation in the Mueller case.
The lawsuit regarding access to memos – one of the oldest attempts to unveil the evidence from the investigation – has been ongoing since June 2017, shortly after Mueller's appointment in as a special advocate.
