WASHINGTON – The Department of Justice has supported Treasury Secretary Steven Mnuchin's refusal to hand over President Trump's tax returns to the House Ways and Means Committee.

In a 33-page notice released on Friday, the Office of the Legal Counsel wrote that Mr. Mnuchin could conclude that the Democrats' request was really designed to make the reports public, not to oversee the operation of the Internal Revenue Service.
