WASHINGTON – The Justice Department has launched an antitrust investigation into four automakers that have an independent deal with California on vehicle emissions standards, according to people close to the situation.

Department of Justice lawyers are seeking to determine whether Ford Motor Co., BMW AG and Volkswagen AG have violated federal competition law by agreeing to comply with Canadian emissions standards. Escapes go beyond those proposed by the Trump administration, officials said.
