Others are the WRA Sub-Regional Director Tomkin Odhiambo, Deputy Technical Coordinator Jacinta Were and Nema County Head of Nakuru Willee Omondi. Haji said: "I have established that there is criminal guilt on the part of WRA, Nema and Nakuru County and I am therefore convinced that there is sufficient evidence to engage a lawsuit against [these people]. "
CS Chelugui told a Senate committee on Tuesday that there was no permit for the dam.
Testifying before the special committee investigating the tragedy, Chelugui stated that the only document in their records was the permit allowing salt makers to erect a dam to divert water to the Patel farm dam at Nakuru
