The PS was responding to proposals from a number of ministry decision makers and experts to abolish boarding schools because they were too expensive.

"We did not say we were going to eliminate residential schools, we wanted to incorporate day researchers into our high schools as a cost-saving measure for parents," he said.

Kipsang said the system would greatly benefit the learners and allow the country's best schools to increase the number of students.

"This will open up opportunities for day researchers in the same way as universities. Before 1998, we had no parallel programs, but nowadays we have about 500,000 students enrolled in various universities, he said.

Kipsang said that many of the best performing schools, as well as institutions in neighboring countries, had introduced courses for daytime researchers without affecting their performance.

"The system has worked well in countries like Rwanda and Uganda where enrollment has been increased," said the PS.
