The Board of Governors (CoG) blamed the current low absorption of the Equalization Fund by failure by the secretariat to complete the projects identified in the 14 marginalized counties.

CoG President Joseph Nanok said that since the introduction of devolution, on Sh12.4 billion had not been disbursed to the secretariat of the Equalization Fund for the 2014/15 fiscal years at 2016/17.

"The disbursement started at the beginning of the 2016/17 fiscal year, before the amount was budgeted but no disbursement was made," said Nanok.

The Council proposed that funds be transferred to county governments in the form of conditional grants.

He added that the secretariat, through the Equalization Fund Appropriation Act, 2017, the fund is intended to support basic services in marginalized areas, especially the & [[[[waterroadshealthfacilitiesandelectricity

"The county governments at the moment are not represented in the Equalization Council or in the administration of the fund and can not spend the resources since the powers were given to the Equalization Secretariat," said Nanok .
