Los Angeles County supervisors on Tuesday voted in favor of Assembly Bill 420, which seeks to allow theme parks to reopen much sooner than expected. This bill would allow larger theme parks like Disneyland and Disney’s California Adventure, as well as Universal Studios Hollywood, to reopen at Level 3 of Governor Gavin Newsom’s master plan for a more secure economy.
Currently, theme parks with a capacity of more than 15,000 guests are at level 4 of the governor’s plan, which is not expected to be reached until eventually the end of 2021. The bill would amend state guidelines, allowing larger theme parks to open once an area is in the moderate orange risk level rather than the lower yellow level.
Anaheim City Council also voted to pass the bill by a 6-1 vote. The bill would open up larger theme parks like Disneyland with 25% capacity at level 3.
Supervisor Kathryn Barger wrote a letter supporting the bill.
“With comprehensive outdoor activities and the ability to maintain physical distance, theme parks across the country have proven they can safely reopen. Major theme parks across the country started reopening last summer and there (has) been no epidemic or spread from these establishments yet.
Barger went on to say that it would be difficult for a densely populated area like Los Angeles County to meet the requirements to be in the minimum risk level, but that theme park operations have proven to be safe once reopened. As it stands, the largest theme parks are at level 4 and could not reopen until there is less than one daily case of COVID-19 per 100,000 residents and a test rate positivity of less than 2% in Los Angeles County.
Disneyland officials have yet to make a statement on passing Assembly Bill 420, or any dates for the Disneyland Resort to reopen. Disneyland and Disney’s California Adventure have been closed since March 2020.
With the limited reopening of Disney’s California Adventure for an all-new paid experience in March and the reopening of parts of Disney’s Grand Californian Hotel & Spa in May, we may be on track for a full reopening much sooner than expected. .
