What will be the practical utility of such a tool?

Yes, starting in the second week of July, attendees will have access to a new digital tool that will electronically complete all construction related activities from idea (intention) to construction work. It will be available in the BIS Building Information System www.bis.gov.lv for legal entities and individuals. With the introduction of electronic harmonization, it will be possible to save time and resources for writing and co-ordinating paper applications in various institutions, including editors of technical regulations [19659004]. An important function in this process is empowerment – anyone who wants to build or rebuild something will be able to authorize a certified construction specialist who will take the necessary steps in the future. In general, this electronic harmonization feature will certainly be an advantage for the industry – both for designers, for architects and for proposers. Already, most construction projects are primarily electronic, but submission and alignment take a long time – this implies the presence of multiple offices to paper documents.

How long did the process take to preparation of electronic harmonization? The preparation process lasted from 30 November 2017, when work started under the European Regional Development Fund (ERDF) project "Development of the construction process and the information system (1st stage)". a user-friendly information system, ensuring fully digital management of the construction process (design, construction, operation), where all building related data would be collected in one place – such as the "digital building toolbox". Currently, from July, the electronic harmonization of the construction project (idea) has been developed and will be transmitted to users. Next steps will be construction supervision and operational monitoring, which are also intended to be digitized.

Being confident that this first developed feature will work well, we are growing day by day. In the system development – the technical specifications and the definition of requirements – we also involved the industry. The Union of Civil Engineers, the Union of Architects and many other professional organizations participated in working groups and helped define the requirements. In our case, we can not say that the officials built the system without consulting the future users of the system. It's the user experience that helped create the new feature. In addition, the system will be continuously improved. We will respond immediately when we receive suggestions, including bug requests. "Frequently Asked Questions" will be an important and constantly updated section of BIS portal

Are builders ready to use?

In preparation for the new electronic harmonization feature, we have organized several informative events. Seminars were organized for building councils, during which 230 participants learned how to use the new system. There were also workshops for designers and designers, as well as technical regulations for publishers, which were visited by about 200 participants, while 1,500 watched live workshops. All these training materials will also be available on the new portal so that they can be consulted at any time. The user guide and video reels will also contain instructions for all users, including those who do not represent the construction board, the notifier or the technical rules editor. What are the main advantages that such a tool could bring?

The main advantages will be the time and resources Less time will have to be devoted to the coordination of the construction project – the necessary documents will not be sent by post office or public servants' offices, they will be visible to all parties involved in the system. In addition, some savings will result in the fact that there will be no need for a stack of paper proofs and the preparation of documents can be done in a shorter period of time because the system will provide interfaces with other databases of national importance. This means that information from the cadastre, land register, population register, business register and building clbadification will automatically be filled in forms and that there will be less manual labor used to search for this type of information. inform the construction community and all potential stakeholders about the availability of this tool and its benefits?

Further information for the public was published in May and June in press releases via www.bis.gov.lv and www.bvkb. gov.lv and the social network profiles of the State Office of Construction. The construction information system has developed a new logo that we will use to improve the visibility of BIS.
