The FM encourages the Saeima to support a solution to the changes made in the provisional budget, namely to abandon the principle that, in case of non-adoption of the budget, the monthly budgetary expenditure of the following year can not exceed twelve parts of the previous year's appropriations. Instead, it is encouraged to stipulate that budget expenditures for the next year 's budget can not exceed the expenditures of the year in question in the medium – term budget framework law.
The draft law is expected to be discussed at tomorrow's session of the Saeima and the commission will encourage its badessment urgently.
At a meeting of the Commission, FM representatives informed the members of the budgeting, explaining that the state budget of the following year would no longer be accepted for it. comes into force on January 1st. Then the monthly expenses for January will not exceed one twelfth of the previous year's budget. However, there are some items where spending in January is expected to be higher than this twelfth, eg spending on Saeima decisions in the area of pensions and benefits, teacher salaries, as well as funding for the implementation of judgments of the Constitutional Court.
Pensions and benefits will require an additional 10.36 million euros next year, an additional 17.58 million euros for teachers' salaries, an additional 8.87 million euros for the increase in the remuneration of judges and prosecutors and an additional 16.09 million for the medical expenses of medical staff. .
MEP Gatis Eglītis (JKP) commented on the need to solve the problem of financing the home affairs sector. In addition, politician Edgars Rinkēvičs (JV) stressed that the suggestion of the Minister of Finance should be supported, but that it should also include a solution for the heads of the institutions of internal affairs.
Rihards Kozlovskis (JV), the Minister of Deputies' Government, addressed the committee members, stressing that the solution supported by the deputies should provide for the possibility of transferring additional funds to pay the police, the border guards firefighters and prison officers as of 1 January.
Anita Kozlovska, representative of the Saeima Legal Bureau, stated that she could conceptually accept her badessment of the FM proposal for the draft budget. At the same time, she pointed out that the wording of the amendments to the law should be precise.
