Runce was informed that the work of a nurse would not be detrimental to the performance of public duties, but the municipality concluded that Runé's court Orphan was employed full-time and that the Work of a nurse was carried out outside the working hours of the parish court of the district of Ogre, possibly at night, on Saturday or Sunday.

The municipality is of the opinion that in the event of integration into the posts, Runce would not have had sufficient rest and therefore would not have been able to badume the duties of parochial court president.

In the municipality's opinion, Runce, in a working relationship with the Riga Eastern University Clinical Hospital, has a material interest as it receives remuneration and benefits in kind. Therefore, joining the positions creates a conflict of interest and goes against binding ethical standards for the public official and will harm his official duties.
