The collection of signatures in 2017 was initiated by Uģis Polis. Polis believes that it is necessary that the state enters into a contract with a construction company proposing a large-scale dismantling, with public funds or seeking to attract a European fund, or to collect national donations. Polis admits that other countries of the former USSR would be willing to donate funds for this project.
As a second option, he proposes a monument to explode the national armed forces with explosives from the budget of the Ministry of Defense.
