According to KP, the technical inspection functions of the car should be entrusted to car repair centers, not just to the CSDD. KP also notes that Latvia, unduly restricting the development of the market, threatens to violate European law.

In order to prevent the unjustified interference of the state in the market for technical inspection, eliminate the constraints of competition and harm to consumers, CP encourages the opening of this market to free competition. As an optimal system for the market, the institution offers the state to maintain the function of accreditation and monitoring while providing services to the private sector – maintenance workshops and to repair – able to identify and eliminate vehicle malfunctions and perform technical checks. road safety on the free market. Namely, the experience of other EU Member States and the case law of the European Court of Justice confirm that road safety is independent of the market model. The CP indicated that the applicable operational policies of the CSDD contained in the MoU guidelines are contrary to EU law and contain the characteristics of the agreement on the violation of the activities of the EU – abuse of dominant position. . The KP has sent a letter to the Ministry of Defense to invite him to submit the necessary action plan and action plan by 1 October this year to ensure the compliance of Latvia to EU law. In case of default, the CC has the right to bring an infringement action in the activities of the CSDD.
