With this decision, the government is reinforcing the average increase of 20% per annum in the policy planning document of the expected wage increase for medical staff over the next three years, thus giving a message clear to the next government.
The government conceptually supported the need to continue to increase compensation in the sector for the next three years and also supported the consideration of the necessary funding in the preparation of the state budget, particularly in order to comply with the Judgment of the Constitutional Court of the Republic of Latvia concerning the phasing out of the normal extended working hours and the terms of payment provided, informs the Ministry of Health.
The increase in doctors' salaries for the coming year has already been highlighted, the government having approved the conceptual report in 2017 About the reform of the health system. Now, with the approval of the Cabinet of Ministers, it is expected that doctors and functional specialists will receive an average of 1,856 euros instead of 1,547 euros in the coming years, against 2,227 euros in 2020 and in 2021 – on average 2,672 euros, double the national economy. the average salary. Compensation for treatment and patient care would increase from an existing average of € 928 to € 1,114 in the coming years, to an average of € 1,336 in 2020 and an average of € 1,603 in 2021. On the other hand, health care and patient care would rise from € 620 on average to € 742 in the following years, to € 891 in 2020 and to € 1,069 in 2021.
The average salary is also expected to increase by 20% in the outpatient sector. Physicians and functional specialists would receive an average of € 1,350 the following year, instead of the previous € 1,125 in 2020 – € 1,620 on average and in 2021 – an average of € 1,944. Compensation for treatment and care provided to patients would increase from the current 675 to 810 euros on average in the following years, to 972 euros in 2020 and to 1,166 euros in 2021. In contrast, badistance to treatment and patient care would rise from € 450 to € 540 on average per year, ie an average of € 648 in 2020 and an average of € 778 in 2021.
To increase wages by 20% over the next three years and overtime, as a result of the abolition of the extension of the normal normal hours of work for 2019, an additional amount of EUR 103.6 million is required. 2020 – EUR 207.3 million and EUR 330.7 million for 2021. Part of the funds would be allocated to the training of residents, subordinate institutions of the Ministry of Health and other ministries – Ministry of Education and Science, Ministry of Social Welfare, Ministry of Justice and Ministry of the Interior.
The expected increase in compensation in the coming years is one of the most important steps to address the lack of human resources in the sector. This aspect is also taken into account in the report. At the same time, at the meeting of the national sub-council of the health sector sub-council of the National Tripartite Cooperation Council, it was decided to consider the possibility of encouraging changes to the law on with a longer transition period for doctors to work voluntarily in a medical facility during normal hours. This would solve the shortage of staff in the day treatment centers. As a possible offer, this year's authorized hours of work have been reviewed, provided that for each hour of work above the standard hours worked, the pay is paid based on the overtime rate.
