In August of next year, a lottery of purchases and vouchers received by the National Service of Taxes (SRS) for property and services purchased in Latvia could take place in Latvia.

To fight against the underground economy, citizens of other European countries also offer various benefits in exchange for a fair taxation. In particular, starting lotteries are organized in which people with many happy numbers can receive various rewards.

FM also talked about smartphones and cars that would receive these lotteries. But this idea was rejected because it would cost the state too much and would not offset the extra revenue provided in the state budget.

To participate in the lottery, the buyer should sign the purchase receipt and keep it. The lottery participant whose registered check is recognized winner of the lot after the announcement of the draw results within one month after receiving a signed receipt for an award arriving at the service center at SRS customers or using the electronic reporting system maintained by the BSS. As explained by the Assistant Secretary of State for Taxation and Phantom Economics, Jana Salmiņa, the Lottery winners will be determined using a random number generator. It is expected that 70% of checks, business confirmation receipts and tickets for the services provided will be selected for the winning lottery. Data from the Central Bureau of Statistics (CSB) show that most checks are not issued and fraudulent service providers. 63% of the unlisted economy of CSB accounts for services. The FM provides that the organization of these lotteries will change the behavior of customers over time. This would reduce tax evasion and increase revenue from the state budget. According to the SRS, revenues would increase by about 7.8 million euros over the next three years.

If the state will have any benefits, it can be estimated more precisely a year and a half after the organization of lotteries. The expectations of an additional budget are currently related to the experience of Lithuania. According to the data of the Tax Inspectorate of Lithuania, holding similar lotteries in the neighboring country in the state budget at the end of 2017 amounts to 1.85 million euros.

Uncertainty subsists

At the Saeima members' question, is it impossible to simplify the registration? According to State Secretary FM, Jan Salmina, the elderly living in the countryside and who do not have and will not have access to the Internet or to the application for smartphone, there has been talk of greater citizen participation. Unfortunately, people from previous generations living in rural areas will not be able to access lotteries more easily because the merchant or SRS consultant will not be able to check and enter them.

The registration of checks is expected upon receipt of the purchase or service. But this is not possible now because merchants and service providers are too busy introducing the latest generation cash registers that can be used to register checks online.

It is not known how many people will be able to participate in these drawings. The behavior of the buyer and the trader will change to such an extent that the state will benefit a lot.
