Verstahtapen, five-time world champion, took the lead, while Ferrari driver Sebastian Vettel replaced his fourth compatriot, Charles Leclair, of Monaco.
In the race, Verstauben maintained his lead, while Walteri Potas, Finland's second seed, slipped to fourth place after compatriot Hamilton and Lucler.
"The front wing has been hit on the right side," said the Finn to his team through an internal communications system.
"I will keep the difference as it is and when you want to press, tell me," he says.
"We know it, Verstahtapen," he said in round 21 of his squad.
Hamilton was in the lead when Mercedes asked the driver to change his tires on lap 49, which surprised Red Bull's men.
Austrians Toto Wolf have managed to prove their advantage. The difference between the two drivers on lap 66 went from 70 to 0.4 seconds, before Hamilton hit hard the next lap and pbaded Verstauben with little resistance.
The Dutchman on lap 68 entered his garage to change his tires after confessing that "my tires would not allow me to finish the race".
