Farzali
Farzli said after the session, "I can speak with joy of the completion of the joint committees meeting today because it is a very important thing, which constitutes an outstanding history for the country. , that is what all the Bekaa deputies presented and what they wanted to propose a law relating to the permission of the government to establish the tunnel of Beirut – Bekaa on the basis of the BOT. Of course we have to register for the deputies of all the blocks and not just the names on the bill because there was another bill from the names of other MPs such as Professor Tony Franjieh and from other gentlemen deputies from different regions. I am sorry not to give the full names because they also supported the idea of creating this route. This tunnel was the national and economic feat that links the port of Beirut to the Arabian hinterland, making Lebanon the main center of all maritime trade in the Middle East, because of the specificity of the port from Beirut to the Gulf. Persian. Differentiation of some gentlemen members, who may be right on the technical or non-technical level. But in the end, the government was allowed to build this tunnel on the basis of the BOT. We are therefore on the threshold of a new era that we hope will be approved by the government and the General Assembly after being approved by the joint committees. This is the first serious step for which we can say that we have managed to say Objective. It is with great joy and pride that we are violating this "tabo", which has existed for many decades without going through a bill. "
He continued: "The second law adopted, which is also a qualitative feat and distinctive in the ideas of decentralization and accountability of all cities and all provincial centers to have the necessary technical equipment to deal with questions of civil organization and related to this issue, was entrusted to the provincial centers from Beirut to Tripoli to Zahle. In Sidon, Nabatieh and Baabda, and Halba and Baalbek. All these big cities of Lebanon and the provincial centers have been given the necessary power to have the technical equipment and the material capacities necessary for the constitution of a civil organization able to organize its villages and cities. This is also very important given the administrative and administrative obstruction that prevents these cities from remaining captive as a result of centralized operations in Beirut and elsewhere. "
He added: We then went on to discuss the law establishing the Baalbek-Hermel Development Council. Introduction to the establishment of the Council for the Development of Akkar and North. This subject has also been the subject of in-depth discussions and the views are unanimous on the need to develop these cities. First of all, we must recognize that there is a real deprivation in these areas and, second, recognize the need to find rapid ways to ensure this development. The proposal was to create a development council for Baalbek – Hermel and the Development Council for the North and Akkar. This question has been the subject of discussion among all the deputies who have contributed, hoping to meet on the 21st of this month because there is a holiday next week, and it is true that on Wednesdays is not a business day and comes between two days (holiday), it was decided to postpone the meeting of the joint committees to 21 months. To discuss this proposal, other proposals will be added to the agenda. "
When asked why the Baalbek-Hermel development proposal was not put to the vote, he replied: "There are two points of view: it is the laws of administrative decentralization. chaired by Mr. George Adwan. The committee responsible for this lesson completed three quarters of its work and explained why this council was approved. As long as it is possible to adopt an administrative decentralization, a second point of view indicates that there is a possibility of delaying and approving, and may take more than a year or two, and third, once approved, nothing prevents the transfer of the authority of these development councils to those who are competent to receive them in the system of decentralization Admin. We are interested in the system of joint committees, where we follow the principle of consensus among all the deputies, and we all agree on the principle of the development of this region and the recognition of deprivations, but this point has led to the discussion: I hope so that article by article will be discussed at the next meeting. "
He was told that the Free Patriotic Movement and the Lebanese forces withdrew from the session to oppose this proposal because it "enshrines the principle of councils". Prime Minister Berri is attending the "Wednesday meeting" because there may be a big enough news about reality.
