ولفتت مصادر الديمقراطي اللبناني لـ»البناء» على أن «اللقاء الذي جمع في بعبدا المير طلال وووليد بيك هو لقاء سياسي، لن يلغي أبداً المسار القضائي لحادثة قبرشمون، فالقضية سوف تبقى قيد المتابعة، ومجلس الوزراء اليوم سوف يبحث في المسألة من دون أن يأتي على ذكر التصويت على إحالة القضية الى المجلس العدلي، لأن المحكمة العسكرية التي باتت القضية في عهدتها ستنظر في القضية وإذا ارتأت أن تحول الحادثة إلى المجلس العدلي سوف تحوَّل واذا لا فنحن نثق بالقضاء وبأحكامه»، لافتة الى ان اللقاء الذي عقد في بعبدا كان لقاء مصارحة ومن شأنه أن يهدئ الأجواء في الجبل، خاصة أن المسار القضائي والأمني لهذه الحادثة مستمر من أجل جلاء الحقيقة.
أما مصادر الحزب التقدمي الاشتراكي فتقول لـ»البناء» إن الأجواء كانت إيجابية، لافتة الى ان ما جرى كان قد تقدم به رئيس المجلس النيابي بعد الحادثة حيث دعا الى لقاء مصالحة، غير أن البعض رفضه بداية ليعود ويقبل به، معتبرة أننا اليوم امام التحدي الاقتصادي الذي يفرض على الجميع التعاون لمنع هزيمة لبنان اقتصادياً ومالياً. وحول ارتياح الاشتراكي لمسار التطورات وأنها جاءت لمصلحته تقول المصادر: وليد بيك لم يهدف الى تسجيل انتصار على أحد، وما كان يدعو إليه هو يتمثل بعدم رمي الاتهامات لأسباب وغايات سياسية، خاصة أن البعض سارع الى إطلاق المواقف والاتهامات مستبقاً التحقيقات. واذ تشير المصادر الى انها لا تريد ان تفتح ملف الاحداث الماضية، تقول نحن الآن في جو تهدئة.
واشارت مصادر نيابية في تيار المستقبل لـ «البناء» الى أن الأهم في لقاء بعبدا هو تخفيف الاحتقان السياسي والطائفي والعودة الى طاولة مجلس الوزراء بعد تعطيل عمل الحكومة لأكثر من شهر، لافتة الى أن «الرئيس الحريري تعاطى بهدوء وانفتاح وحكمة في كل مراحل هذه الأزمة وأصرّ منذ وقوع الحادثة على المصالحة والحوار»، منوّهة بـ»الدور الذي قام به الرئيس نبيه بري ومساعدة وتفهم الرئيس ميشال عون الذي رعى المصالحة وهذا ما ساهم في التوصل الى حل لمصلحة البلد».
ولفتت المصادر إلى أن «استمرار هذه الأزمة والسجالات كانت ستؤدي الى فتنة في الجبل لوجود غليان بين المكوّنات لولا تداركها في اللحظات الأخيرة وإجراء مصالحة وسحب فتيل التوتر من الشارع إلى القضاء وإلى التفاهم السياسي».
وأكدت المصادر على «العلاقة الجيدة بين عون والحريري ما يؤكد استمرار التسوية الرئاسية ولا اتجاه أو نية لدى أحد على المسّ بها لأنها المعادلة الأساسية التي تحمي الاستقرار السياسي والمالي في لبنان». واوضحت أن «المصالحة تشكل مرحلة جديدة ومنطلقاً لاستئناف عمل الحكومة واقرار الموازنة وتنفيذ مقررات «سيدر» ووضع خطط لانقاذ الوضع الاقتصادي».
وكان سبق اجتماع المصارحة والمصالحة ترؤس رئيس الجمهورية في قصر بعبدا، بحضور رئيس مجلس النواب نبيه بري ورئيس مجلس الوزراء سعد الحريري اجتماعاً خصص للبحث في الاوضاع المالية والاقتصادية في البلاد. وشارك في الاجتماع وزراء المال علي حسن خليل، وشؤون رئاسة الجمهورية سليم جريصاتي، والاقتصاد منصور بطيش، ورئيس لجنة المال والموازنة النائب إبراهيم كنعان، وحاكم مصرف لبنان رياض سلامة، ورئيس جمعية المصارف سليم صفير والمدير العام لرئاسة الجمهورية. ولفت الحريري إلى أنه «تم الاتفاق على جملة من الخطوات الأساسية التي سنعمل على تطبيقها في المرحلة المقبلة وتساهم في تفعيل الاقتصاد وتعزيز وضع المالية العامة. ولقد عبر المجتمعون خلال الاجتماع المالي عن ارتياحهم لجهة تنقية الأجواء السياسية والمصارحة والمصالحة».
ولفتت مصادر السراي لـ»البناء» الى ان اجتماع السراي المالي الذي جمع الرئيس الحريري ووزير المال وحاكم البنك المركزي هو اجتماع يُعقد بشكل دوري يناقش الأوضاع النقدية والمالية والاقتصادية، لافتة الى ان رئيس الحكومة يولي الوضع الاقتصادي والمالي الأهمية القصوى ويعمل على إجراء التحسينات والإصلاحات التي من شأنها أن تحسّن الوضع الاقتصادي، ويأخذ بعين الاعتبار التصنيفات الائتمانية للبنان، معتبرة ان الاولوية في مجلس الوزراء ستكون للبحث في مقررات سيدر وخطة ماكينزي، بعد عودة الرئيس الحريري من زيارته الولايات المتحدة.
وأشارت المصادر في هذا السياق، الى ان الحريري سيتوجه بعد انتهاء مجلس الوزراء الى السعودية لتمضية عطلة الأضحى حيث سيلتقي بعدد من المسؤولين السعوديين ثم ينتقل الى واشنطن للقاء نائب الرئيس الأميركي ووزير الخارجية مايك بومبيو وعدد من المسؤولين الاميركيين، وان الحريري سيشرح خلال زيارته الاميركية لمن سيلتقيهم الوضع في لبنان بشقيه السياسي والاقتصادي، مشددة ان الزيارة أكثر من مهمة. ورفضت المصادر ربط الزيارة بالبيان الذي صدر عن السفارة الاميركية مشددة على ان الزيارة كانت مقررة مسبقاً، معتبرة ان الاقتصاد يبقى أولوية المرحلة ويحتاج الى استقرار سياسي لأننا نواجه جملة تحديات.
وأبدى حاكم مصرف لبنان ارتياحه للوضع المالي، وقال ردًا على سؤال في هذا الشأن: «الوضع .»TOP
أكد وزير المال علي حسن خليل أن ليس هناك من استقرار اقتصادي بدون استقرار سياسي. وقال: «لاحظنا كيف ارتفعت أسعار السندات قبل الاجتماع وصدور البيان وقد يتأثر بذلك الائتمان». وعلّق وزير المال على اجتماع المصالحة بالقول: «مجرد انعقاد مثل هذا اللقاء هو بحد ذاته حدث إيجابي».
اما على خط حزب القوات الذي استثني من الاجتماع المالي، فقد استغرب نائب رئيس مجلس الوزراء غسان حاصباني عدم مشاركته في اجتماع بعبدا المالي، وقال: «في الحقيقة لم أجد مبرراً لاستبعاد نائب رئيس مجلس الوزراء عن اجتماع بعبدا المخصص لدراسة الاوضاع الاقتصادية والمالية برئاسة رئيس الجمهورية ميشال عون، خصوصاً أن لنا ولمن نمثل مقاربات واضحة بما يخدم الحكومة والمصلحة العليا للبنان». وقال: «أما اذا كان البعض يريد تهميش هذا الموقع الأرثوذكسي الأول في السلطة التنفيذية، وهو حالياً يمثل مكوناً سياسياً اساسياً في البلاد، فيكون بهذا التهميش يضرب المنطق المؤسساتي الذي يجب السعي لتكريسه، خصوصاً في هذه المرحلة الدقيقة التي تتطلب تعاوناً وجمعاً لكل القدرات المتاحة».
أما السفير البريطاني لدى لبنان كريس رامبلينغ فشدّد خلال لقائه وزير الدولة لشؤون رئاسة الجمهورية سليم جريصاتي على أهمية الوضعين الاقتصادي والمالي في لبنان في الفترة الراهنة، وعلى وجوب إعطائهما الاولوية. واعتبر ان الاستقرار السياسي والأمني مهم، وهو ينعكس حتماً بشكل إيجابي على غيره من الاوضاع، الا ان الاهم يبقى في إيلاء الشأنين الاقتصادي والمالي كامل الاهتمام. ورحّب السفير البريطاني بالاجتماع المالي الذي عقد في بعبدا، لافتاً الى اهمية بحث كل السبل الآيلة الى تحسين وتعزيز الشقين الاقتصادي والمالي لما فيه من تحفيز لتنفيذ مقررات مؤتمر «سيدر».
وكانت ارتفعت السندات الدولارية اللبنانية امس، بعد تقارير عن اجتماع للقادة اللبنانيين في القصر الجمهوري بهدف حلّ الأزمة السياسية التي أصابت الحكومة بالشلل. وارتفع إصدار 2030 بما يزيد عن 1 سنت في الدولار ليصل إلى أعلى سعر في أسبوع، بينما صعد أيضاً إصدار 2032 أكثر من سنت، وفقاً لبيانات تريدويب، وبحسب ما نقلت رويترز.
وعشية سفره الى السعودية اليوم لمناسبة عيد الاضحى حيث يتوقع ان يعقد لقاءات سياسية مهمة في المملكة قبل انتقاله الى الولايات المتحدة الاميركية، استقبل الرئيس الحريري في السراي الحكومي السفيرة الأميركية في لبنان اليزابيث ريتشارد، بحضور الوزير السابق غطاس خوري، وعرض معها المستجدات والعلاقات بين البلدين.
